I'm in a foreign country at the moment and don't have my books with me (to look up exact details, page numbers, etc.), but it is, without doubt, Regulus (sp.) Black, Sirius' brother. He was a Death Eater who got in too deep and then panicked and was shortly thereafter killed. He must have tried to sabotage Voldemort before he was murdered, though, by stealing the Horcrux. Remember, when Harry was cleaning out Sirius' house and found a heavy locket that he couldn't open? I wonder what happened to it...

I'm thinking it's Regulus Black as well. I think that Rowling will have too much on her hands trying to clean up and complete the story than to add a new MAJOR character like that.
And I keep going back to the things in Grimmauld Place as well, the locket, and I have to wonder about the cup that Mundungus was selling on the street as well.
