drain and the company will not even supply us with what we need for good production. Morale is low and this guy continues to mess with us. How do we deal with this? He seems like he wants us all fired?

What happened to the "old" Plant Manager? Quit? Fire? Retire?

Could it be that the "old" plant Manager was lax in directing the workforce and the new guy was brought in to improve the productivity, efficiency and safety of the plant? How is the new plant manager "constantly screw(ing) with the employees"?

What supplies do you need for production? Have the employees informed the new guy of their needs?

Seems to me that there is little or no communication between the new plant manager and the floor. No one can play the game if they don't know the rules. If the employees are not advised of the company's expectations, they can't request training to improve skills or tools/supplies to assist in the production process.

Similarly, if the new manager is not aware of the problems of the employees on the floor, (s)he cannot respond. All the employees want is to be informed about what is going on. How is the Company doing in the marketplace? Does the fact that we can't get tools, equipment and supplies have negative connotations? Without such communication the perception of employees is that "we're being screwed".

While the new guy is looking for Improvements in the workflow, product quality and response to customer demands/orders which could result in more work for the company (and improved job security for the employees), (s)he needs to communicate with the workers and develop a team attitude to improve the level of committment.

Go over his head. One petition to HIS BOSS' BOSS will guarantee him a 'Come to Jesus' meeting. Or you can start documenting his violations and send them to HR, but also CC a higher-up. Good luck.
