To prevent or cause something to not happen. This can be a direct act of deterrence:

When you 'deter' someone, you are trying to prevent them from doing what they are doing or thinking what they are thinking or whatever. To 'deter' is to distract and point in a different direction, like stop eating and go jog. (It's kind of like getting a detour!! Except you don't end up anywhere near where you were.)
