Clark always wants to protect life and property around him. It's safer for everyone else if Superman dodges punches; if a punch is coming at him and the force is sufficient to throw him he can really break things by becoming an indestructible projectile. For example in Adventures of Superman #581, when he's punched by Adversary (link below). Imagine if the Hulk punched Superman, Superman lacks the mass and anchoring needed to withstand the punch, so he would go flying, causing damage and potentially destroying buildings, and potentially killing innocent bystanders.
In Superman II, the original script intended for one scene to involve Supes being punched by Kryptonian Nor (see Wikipedia, also linked below) into the 42nd Street Bridge causing "cars to plunge off it into the streets below". This was cut from the movie. I believe Superman would always want to avoid such a blow if possible; he would seek the path of minimal collateral damage.
The same goes for bullets: why let a bullet fly, potentially harming someone innocent, if he can use his body as a shield?
That's why Superman dodges punches, but not bullets.

Because he was scarred as a child when someone punched him and happened to be wearing a ring w/ kryptonite embedded in it. Ever since, he is nervous both about getting punched, and old men wearing rings.
Also, if he dodged the bullets they'd hit who/whatever was behind him.
PS I made this up, it's not in some old comic book or something.
