Because the federal govt spends hundreds of billions of dollars each years more than it takes in. That's called deficit spending, and causes debt. Basic financial mis-management.

Because Bush spends recklessly. Mainly on his war against terrorism. To the tune of 9 trillion $$. He is inept at handling money. It's not his own money so why should he care?
