I wanna add Optical Carriers to the system particularly the OC-786 which goes at 40Gbps. What upgrades might i have to make to my pc

I don't see any reason why it should matter what operating system you have. All you need is the software to match the hardware. You should be able to do what you need to do with Windows 95. I would upgrade if I were you though.
