Wee hours would refer to 2am - 5am,
12-2 am is considered as midnight.
5am - 6.45am is considered as dawn.
7 am is considered as sunrise.

At this point in Time, the 24 Hour Clock and the Traditional 12 Hour Clock are One in the Same,with the Exception of "The Midnight Hour", which is "12" AM" or, 00:00. Then, it's 01;00 to 0:600. So,for those 6 Hours, Midnight to 6 AM, are "The Wee Hours". 6 AM is when most of "Dayshift" Wakes Up to begin the Day. Those of Us on "Nightshift" are Winding Down.

i think of the wee hours as 1am (not 12 am, that's the witching hour) until about 3 or 4 a.m. after that it isn't the wee hours because people are getting up and going to work. yeah, that's my take on it.

It is not a phrase that denotes a specific slot of time. The best approximation has to be "the hours of morning before sunrise". This means the time after midnight and before sunrise.
