It's use to denote "raise to the power of" is only a relatively recent convention, and just in computer (programming) use to my knowledge. It's of little use in written form since it's no magical power to just write your exponent a few millimeters higher relative to everything else. On a computer, particularly with text screens, you can't visually raise things, so the operator had to be invented. The caret/circumflex was likely picked since it looks like a little arrow saying, "raise this". (Plus I think some old computer character sets actually drew the character with a stem, making it an upward arrow.)
But it's not an entirely non-mathematical notation, written above a letter it denotes a unit vector, read "hat." (î = i-hat)
Some other uses include diacritical marks in the writing system of some languages, or to note an insertion point when proofreading.
