I don't like PF Changs at all. It is over priced and the food is only so so. It is a chain that is popular and "in" but it really doesn't do very good Chinese food.
One of my favorites is Mandarin Gourmet (different locations but one on Santa Theresa in San Jose).
If Singaporean is close enough to Chinese for you, go to Straits at Santana Row. You can get a light dinner for a reasonable cost or have an expensive banquet. The fancy drinks can set you back. But the food is delicious and the atmosphere is fun and chic. The service has always been excellent when I have been there.
If you are willing to go to Mountain View, Chef Chu's is an old standard (on El Camino and San Antonio Road). It is best for dinner and you always need reservations or you can wait a long time.

The Mandarin Gourmet. Its located across from Oakridge Mall on Santa Teresa. They have really good sweet and sour pork.

I tell you what, go a little bit north to Millbrae for Dim Sum at Hong Kong Flower Lounge. INCREDIBLE.

When you say the best...that is hard to say because everyone has their own opinion...so my favorite is Cathay on First St and PF Changs.
