It's not discrimination if you were denied because you didn't meet the criteria, or because you didn't jump through all the procedural hoops.

For example, it took me over 8 months to get my passport renewed, because I had moved too many times (within the US) for them to keep track of. And that was for a renewal passport.

What was the reason they denied the passport? You left out that vital bit of information for a reason?
