Alaska and Hawaii were admitted as states by Congressional legislation in 1959.
Puerto Rico has had several referendums regarding status, and has voted for continued territorial status. This has various tax advantages. Citizens of territorires are not 14th Amendment citizens but statutory citizens. Indeed, citizens of American Samoa (pop. 57,000) and Swains Island (pop. 37) are not citizens at all but noncitizen nationals (they can't vote).

"New states may be admitted by the Congress into this union; but no new states shall be formed or erected within the jurisdiction of any other state; nor any state be formed by the junction of two or more states, or parts of states, without the consent of the legislatures of the states concerned as well as of the Congress.

It's possible, but there aren't many candidates for statehood right now.
Normally statehood is given to U.S. territories that vote in favor of it. The likeliest candidates right now would be Puerto Rico, the Virgin Islands, Guam, and the Northern Marianas. Some think the District of Columbia should also be a state.
The only state I can think of that went from being non U.S. territory to a state is Texas, which was an independent Republic from 1836 until its annexation in 1845.

Well in the case with Puerto Rico(u.s territroy) they have the chance to become a state this is what they need. First they have to be a U.S territrory. Then people of that country must vote in favor of becoming a state, second they must make a state constitutiion that does not interfere with the U.S constition. Im sure there are elction of govt officials and other things of that nature
