Kurt Warner- He has one of the best two receivin Running Backs in Edgerrin James and the best WR duo in the NFL in Fitzgerald, who could become a top-5 WR THIS year, and Boldin. You have to have handcuff him to Matt Leinart late due to injury oncerns.
I would rather have Jake Delhomme if you can in the 4th, he is a big gunslinger who throws to the best WR in the NFL 2 years straight and he adds Keyshawn and a great OL!

If I had to pick my favorite 2nd/3rd tier QB, her what's my list would be:
Kurt Warner: He's should be one of the luckiest QB in the NFL because he has two of the top-10 recievers to pass to in option 1A Larry Fitzgerald and option 1B Anquan Boldin in the passing offense, as well as getting a potential third option in EJ (who show his catching skills while playing with Peyton Manning.
Mark Brunell: I know what your thinking, he old and he's not going to last that long, but take a look at his upside. Not only has he have one of the best NFL architect in Joe Gibbs, but he probably has the best offense around him in years (WR Santana Moss, Brandon Lloyd, Antwan Randle El, RB Clinton Portis, RB T.J. Duckett, TE Chris Cooley) so Brunell has every chance to make an impact with his arm.
Philip Rivers: thank to Drew Brees going to New Orleans, Rivers finally gets the chance to shine in a potential high-octane offense. He has some great options in the best RB in the league (Ladinian Tomlinson) as well as the best TE in this league (Antonio Gates). Along with veteran Kennan McCarddell, Rivers should shine in this offense and has shown accuracy in pre-season, so I say he's a great sleeper.
David Carr: No more excuse for this sack-ridden QB, as the Texans finally added a complement to Andre Johnson in Eric Moulds, so Carr finally has a second option in the passing offense. As long as Wali Lundy is keeping the pressure off, I think Carr is going to thrive under Kubiak system.
Steve McNair: I know what your thinking, Baltimore QB just plain stinks. Just looking at this list (Elvis Grbac, Anthony Wright, Trent Dilfer, Kyle Boller) just makes you want to puke but McNair is a former MVP and is known to be a true warrior. His history with former Titans teammate Derrick Mason makes him a valuable backup QB and the emergence of Mark Clayton adds the fuel. If Jamal "Jailbird" Lewis can stay healthy, look for McNair to shine.

I like John Kitna, with Detroits new-look offense.
I liked Drew Brees more before they traded Stallworth, but he's still a good late choice.
Aaron Brooks and Drew Bledsoe both fell pretty far in my last draft - but both have stud WR's (don't worry, TO will play).
Chris Simms is my deepest sleeper in the QB ranks; he could really step it up this year.

Something tells me Culpepper will have a huge year. Also think McNabb will rebound. Looking for less obvious, I'd look at Rivers or McNair. McNair finally has a running game, an offensive line and reunited with D Mason. There's always Jeff George, sorry, couldn't resist.

Delhomme/Bledsoe top options for TIER B QB's and they will still be around.Better options then McNabb/Culcrappy + those two just mentioned would likely be gone.
If you wait even longer then that...I say one of Brees/Warner/Plummer.
