Exactly the reason you stated. When you shut the fan off it is stagnant air. That is why the air seems fresh when the fan is on. Particulate matter does not suspend in the air, the fan keeps the air moving.

the fan accelerates the air flow around you. This allows your body to eliminate calories faster. But of course it will work only if the air is at least a bit colder than your own temperature.

when the air rushes over your oily or perspiring skin, the moisture evalorates and cool the skin. turning off the fan stops the air movement.

The sweat on your body vapourises and u feel its coolness you might have noticed that after some time period you feel that cooling sensation has dissapeared thets because now all your sweat has evaporated and i guess thats it

It doesn't always feel that way ... if it's humid it still feels stale if you ask me...
