Cingular offers a plan called 'Pick your plan,' (It is still prepaid.) It does not require a credit check, but does require you to register a debit, credit card, or checking account and have an automatic monthly payment. It works kind of like a 'normal/contract' plan. Depending on how you use it, it could be a better deal than the average pay as you go.

Virgin Mobile has plans that are similar... but they are more of an 'urban' kind of company (don't drive accross the US). But the good thing is you can pay with cash.

Most cell phone companies use your credit rating to see what you need to put down to get a phone contract through them. T-Mobile, Sprint, Verizon, and Cingular will give you a contract but you may need to put money down upfront, and have a set dollar "spending limit" every month. The money down can be almost $500.00. It might be better to go under someone else until you can build your credit score.
