I don't think any particual person could be credited for that, it just came out of necessity. BRB, LOL, OMG. I don't like it much, becuase I read phonetically, and it has a consonant vowel combination. That's probably what bugs you, no matter how well you understand LOL, it still is "Lol" to you which sounds stupid.
Who laughes out loud anyway. Why not just say something original to make it more interesting?
I do know that when you type "k" instead of ok, that's a Ham radio thing.

Larry O'Lesley back in 1971. When the military were chatting away on their secret networks (ARPANET). Larry O'Lesley used to send out the hilarious and often racy jokes on the network. As more and more people read his jokes, he got to be known as LOL.

LOL and :) were some of the first avatars in university intranets in the early 80's. It will be difficult to find the first person to use it.

People who frequent chat rooms far too much and are too lazy to type laugh out loud, which no one really does in a chat room unless they're drunk

It is mostly inacurrate. Most people who type lol are not actually laughing out loud. Most people who type lmao, are not actually laughing their asses off. However, most people who type lmao, ARE actually laughing outloud.
