The word is touche (sorry, don't know how to put the accent mark where it goes)-over the"e"-It is pronounced tooshay and it means "right back at ya'"

Tosha? I think you've heard a vulgar word used often as an insult by arabian people and pronounced in what we call in France "verlan" : a way to inverse words syllables. The original word is "chatte" which means "women pu$$y".

I believe you mean touché, which means "touched". It comes from fencing and means that someone's foil (sword) has actually touched a opponent. From that original meaning it has become an expression that means that your cut-down remark was matched by one even more scathing by your opponent (or vice versa).
