well, if it has "dvd-rom" on it it should play DVDs.
as far as hooking up a PS2, you;re going to need a Ethernet port on the laptop or possibly a USB port.

The BEST way is to throw a DVD into the unit and see if it will keep up. If you're buying on eBay then you have to guesstimate.
Older PCs have trouble keeping up with the dataflow from a DVD. There's a ton of information that has to be processed and each "frame" of the movie has to be shown quickly enough after the last.
A good guideline is P2s are "probably" too slow but a P3 probably will. In Win98 or 2000, it will need at least 128MB RAM and in XP at least 256.
These are crude guidelines and not 100% but a good guess.
The best way of course is always to just try it, if you can.

For the laptop to play DVD's you will need two things.
1) A DVD Drive in the laptop
2) A DVD player (software) on the laptop
I cannot help you with the PS2 side of your question.

it needs a DVD player, of course. Otherwise, it'll need a decent graphics card. 32 MB video memory will run some DVD buy not all. You'll be safe with 128MB. Note that's video RAM, not system RAM. If you have enough system RAM I don't think it'll be a problem though. You'll also need some codecs, but if you have actually legal DVDs, and not stuff pulled from the web, you won't need any weird codecs. The k-lite codec pack should all the codec issues legal or illegal, though.

Allmost all laptops have DVD drive. Like someone said take a DVD with you to see it works good, as you cant trust a used laptop to be in excellent condition

You need to make sure it has a DVD-ROM drive.
If it was built in the last 3 years, it will definitely have one. Even if it doesn't have DVD playback software installed, you can add that yourself later.
