It is not rude to do so in all cases.
People can be rude by speaking on their cell phones at inappropriate times. For example, when you are at the front of the queue, placing you order, you should not be on your phone. I work at such a place, and when a person is on thier phone, I simply help the next person in line, as it has been my experience that people on their phones while ordering fail to pay enough attention to correctly order, then recieve incorrect items.

Yes, if you are completely ignoring the other people around you. It is very rude to be talking on the cell phone while you are paying for a purchase. I have seen people go up to the cash register while on the phone, throw down their money and not even acknowledge the cashier's existence. Very rude.

Depends on the public place. If you're disturbing others then yes. Or if someone is trying to speak to you or help you, then yes. But if you're at the mall walking along minding your own business on your cell phone, then no. I think you get the picture.
How does this deal with homework, by the way?

Yes, it is rude to talk in a public place. If it is really an emergency then tell ur friend or companion so. And always cover your mouth with the free hand while speaking. In case u r expecting and urgent phone call tell ur friend b4hand

I think the word is tacky. I do not mind brief, "I will call you back" conversations or urgent calls are fine. But I hate standing in line listening to someone screeching with mindless gossip or giving a blow by blow inventory of the underwear they are purchasing. I think loud music and cell phone chatter are invasive and just plain tacky.

I think it's ok to talk on a cell phone so long as you don't disturb someone else (by talking loudly or in a place where someone else should have your attention) or endanger yourself or others (like talking while driving!!)

somewhat but you know how many people do it, but what is annoying is when they talk on their cell phone when driving they slow down or suerve and not pay attention.
