Try ebay. Go to the search engine part of the home page and put: "1989 GMC Seat Belt", in the next box, put automobile parts and access.
If that doesn't work, just do parts and access the normal way, after your in the catagory, reduce to 1989 GMC.

The only place I know of to find seat belt/shoulder harness combinations is either through the dealer, a wrecking yard, a private party who has them for sale, body shops, and through a Chevrolet restoration company. Parts stores will only have universal lap belts.
