it all depends.....
as various people have suggested it all depends on what is your starting point, and is that starting point based on calendar years of tax years, or financial years

some companies run their corporate calendar based on the start of their financialyear, which in many cases will probably be the same as the tax year. In the UK that is the 6th of April to the 5th April the following year. Some companies peridocially insert an extra week in their calendar to account for the 'inconvenient' 366/365 days in a year, some use a regular 52 weeks in a year irrespective of leap years.

For calendar years most countires call week one the first full working week in January as week one of the year. How that is defined depends on the country for some thats a Saturday, Sunday or to most western nations a Monday. So week one will be the first week that has that day in it.

Some take a countrary view and call week one the first of the of January falls in.

So to answer your question you need to know the context ie who is defining week one, and for what purpose?
