You can't do what you're asking. You don't "enlarge" video without losing quality. The video on your cell phone is at a low resolution, because of space that video in general takes up, and because the camera on your phone is probably only 1.5 megapixels or less. You can't simply make the resolution (size) bigger. It doesn't work that way.
The quality of an image or video is only as good as the camera that captures it. By making it "bigger" it has to use more pixels on the screen. The problem is that the video doesn't have any more information to fill in those pixels. Therefore, when you enlarge it, you will see a block of pixels showing the same thing. That's how Windows compensates for missing information.
