For liguids that have a negative meniscus, you read the bottom level. If the liquid has a positive meniscus, you read the topmost level.

Make sure your eve is on the level with the meniscus.

Typically you're advised to measure the bottom of the curve of the meniscus. Probably any point you'd use consistently would work, but the bottom of the meniscus is traditional.

You measure the level of the bottom of a concave meniscus or the top of a convex meniscus, assuming that water is not the only medium you are dealing with, causing the confusion in your part.

you're gonna measure in the lower meniscus not the upper part of it.

as an official science nerd i'd be happy to answer that for ya! you have to get eye level with the beaker, or pipette, or whatever container you are using. then, you read the bottom curve of the meniscus. not the sides, but the very bottom of the curve. again, it's important that you get eye level with the container.
