The Toshiba has a socket 478 2.8GHz Celeron in it right now. I want to know if I can safely upgrade to a socket 478 Pentium 4 without completely overheating the CPU.

Yes, the laptop does in fact have a socket 478. Like I stated above it comes equipped with a Celeron (Northwood) 2.8GHz CPU straight from the factory. There are some laptops out there that have p4's installed in them and I basically just want to get feedback from those who actually have experience with them, not from wannabe techs....

The satellite is a laptop?

NOt recommended unless you're gonna leave the case off and you've got decent fan and heat sink to cool it down.

Although, Toshiba has done it already...

Not likely.

Laptops are built around very tight power and heating specs. I would even question the fact that it has a socket 478 to begin with if it's a laptop. But nevertheless, I would definitely check with Toshiba over the phone to be sure. See if you can get to a 2nd level tech for an answer. Don't take "maybe" or "likely" as an answer.

The BIOS has to support the fan speeds required for the higher temperatures associated with Pentiums. In addition, realize that Celerons have a slower FSB usually, so you need to make sure the memory you have installed matches the FSB needed for the faster Pentium 4..

The photos/video card is a chip set made into the mummy board and not upgradable different than on very intense end custom gaming lap tops that use a replaceable photos/video card.
