Probably because Jello is smart enough to fool you into thinking that. According to the Jello museum, on March 17, 1993, technicians at St. Jerome hospital in Batavia tested a bowl of lime Jell-O with an EEG machine and confirmed the earlier testing by Dr. Adrian Upton that a bowl of wiggly Jell-O has brain waves identical to those of adult men and women.

Or, it might be that Jello is not very filling--in fact, medically speaking, Jello is considered part of a "clear liquid diet" for patients.

Supposedly jello is made from a light substance that's not hearty and doesn't take up room in the digestive system. It contains a lot of water also, which doesn't add excess body fath. All it is a bascially sugar and various flavors, so there's always room for it. Makes a tasty summer treat, haha!
