What would cause a '94 Honda Passport to not shift from Park when applying the brake and the car is on?

What would cause a '94 Honda Passport to not shift from Park when applying the brake and the car is on?

This is only recent. If it is turned off and the key is then turned to the first "notch" then I can put it in neutral and then start the car and shift into reverse, drive, etc. Is is just annoying and needs to be fixed!

A bad shift interlock solenoid ..... should go to trusted repair shop and have it verified and repaired.

sounds like the brake switch to me. chevys do it all the time.
