art was influenced by what was happening in the world historically. As stated in a previous answer it is also a process. If you were to start with the study of Picasso and then move on to the art of the neolithic era, how would you understand the evolution of the process. There is an influence of the time, but not all due to technology (because there is something that the Greeks knew that we did not because there is a color of red that we are still unable to reproduce today) Historically it gives you context and better understanding to the evolving process and transformations of the art.

Because without an objective yardstick, like time, art historians would flit from favorite era to favoirite style. The context would be missing. What was happening in the history of the time that would cause it to generate that type of art.
