Depends on what you're trying to do (and what budget you're working with).
If you're targetting for web use - then Macromedia Fireworks is more adept and efficient, especially when it comes to file sizes etc.
If you're targetting for print - Adobe Photoshop is the industry standard.
If you need something to plunk around with at home in order to do some basic editing and photo management, then Adobe Photoshop Elements may be the way to go.

if you need a serious photo editing, then Photoshop I recommend you to have ...but you still have to learn those things inside

Photoshop Elements. Has the really useful parts of Photoshop at a fraction of the price. (I don't have version 4.0, though--apparently people were pretty unhappy with that version versus the previous one).
