This keeps popping up just before I open up any programs on the internet and slows everything down.It asks me if I want to keep any programs open and I always answer YES instead of NO.

Upgrade Internet Explorer. I personally use Mozilla Firefox since it's safer.

I have also noticed this off and on in the past week and was wondering why it's doing it all of a sudden. Think it's a fluke personally as there are very few sites that I surf to in general. Peace!

Turn it off by check off the "Showing me further" option, IE does this, although Firefox default to make a note of it in its script log.

Turn off debugging.

Script debugging is turned off by default you can enable it by going to:
Tools->Internet Options…->Advanced->Disable Script Debugging
