I don't know about cell phones, but for hard drives you can either use a program like Darik's Boot and Nuke: http://dban.sourceforge.net/ which you put on a cd or floppy and boot and it will destroy all of the data, or keep the hard drive and don't get rid of it. What you could do is take it apart, you could probably make something out of the innards.

Use a magnet.
Both hard drives and cellphone memory devices work with magnetism.
If you use a magnet, you can "reset" the magnetic particles, and your address book will be unrecoverable.
