I don't know for sure about Ole King Cole, but several nursry rhymes were written as a way to mock european monarchs. For example: Georgie Porgie was written about King George the third of England, Ring Around the Rosie was written about the black death, Humpdy Dumpty was actually written about Henry the Fifth of France (not sure if I have right monarch), and Mary, Mary, quite contrary was written about Mary Tudor or Bloody Mary.

Ring around the rosey
A pocket full of posy
Ashes, ashes,
We all fall down!
This children's song refers to the Black Death plague of the 14th century. "Ring around the rosey" is descriptive of the sores on a sufferer's body; "A pocket full of posy" was thought to have powers to ward off the disease; "Ashes, ashes, we all fall down!" refers to the cremation of the victim's bodies and the mass graves.
Not funny, really.
