British is a wider term which encompasses anyone form the British Isles and the current British Empire. A Scotsman is British but is not English as he is not from England. To be English you have to be specifically from England.

A person from the nation of United Kingdom of Great Britain and Northern Island is British. A person from England, UK, is English. A English person is British, but not all British are English.
