Empowerment means to give somebody the confidence that he or she can do what they need to do.. Driving a car is something that some people take to quite easily, while others don't.. some people have to be helped to understand that they are as capable as anyone else when it comes to operating a motor vehicle.
Also, once a person becomes a better, more competent driver, they become even more confident, and that gives them the power to accomplish their goals, both behind the wheel, and in life..
