CC stands for courtesy copy. You would use that if you were sending a copy to someone other than the addressee.

Example if I address the letter to Mayor Ray Nagin concerning the rebuilding of New Orleans and I wanted to also send a copy to the president of the board of aldermen I would CC: Mr President, New Orleans Board of Aldermen.

CC stands for "carbon copy" which basically means email addresses will get a copy of the email but in a way it is just stating that you aren't really looking for a reply back from them.

There is also BCC which is blind carbon copy, this means that email recipients will get the message but the other email recipients will not be able to tell.
