DSL is the connection supplied to your modem. It doesn't care what OS (operating system) you're running.

Typically, the modem connects to your PC over ethernet or USB, both of which are supported by Windows 98.

A DSL provider (ISP) might tell you that Windows 98 isn't supported by their software. That's no biggie unless you really want to use their software. You don't have to. Internet Explorer is all you need to surf the web, and other programs you have installed will see the connection just fine...
