I always use a three-pronged approach:
1. use a lot of soap and hot water to get rid of that part of the dye that will be removed readily (about 50%).
2. use rubbing alcohol (another 10-15%).
3. use an abrasive cleanser and rub the spots (about 20%).
After this, repeat the soap and abrasive part, then frequent soap washings. Sometimes an emory board can help for nails but I'm a guy so I don't own any (LOL!) At the very end I scratch the rest of the stain with soap on my nails (ladies don't try this at home - professional driver on closed circuit)

sea breeze or any other alcohol based toner. You can buy 'color remover' at a beauty supply store that's a bit gentler if you need to remove color from her face or neck area. If it's really bad i've used bathroom cleaners that contain bleach. That'll take it off your hands and sink and, for the most part, off your fingernails.
(i dye my hair black once a month)

Nail polish remover works somtimes if it's fresh, soaking in water for a long time works a little. Might just have to let it ware off by it's self, will take a few days

All the answers were good ones. I like to use a sugar scrub, available dang near anywhere nowadays...it is gentler to your skin.
Tip: always have everything you need by you next time you color hair....smiling.

DO NOT USE NAIL POLISH REMOVER. I know that doesn't tell you what to use but I just wanted to warn you. Yes, I was dumb enough for that and the chemical burn is worse than the stained color.

My hair stylist uses powdered milk...mixed with water, of course. It works like a charm.
