find out the foster care she is in and get their number and try contacting her.

I used to be in foster care and when my family tried getting ahold of me they called the foster home and if u don't know where it is or the number then try finding out who the social worker is and ask her for the information. Maybe u can see if anyone in your family knows any information that would help you.
