What an interesting topic. We never had interesting topics like those at school.
A fence could mean many things. Think about it like this: What exactly is a fence? What kind of fence is it (ie. barbed wire, wooden railings etc)? What's its purpose? Does it keep people out or does it keep people in? Is it just to mark a boundary or is it just meant to separate and divide? Does it keep something safe or does it lock up something dangerous?
Those are all just practical things but you could ask similar questions if you go the symbolic path. Eg. you could say that a fence is neverending, you could say that it represents a cage, you could say it's a symbol of freedom or you could say that it shows just how wary people are of each other or how they don't trust each other or how people are focused on materialism and their own possessions and don't want to share.
There are lots of things a fence could mean. You just have to pick out which one suits you the most.

Begin by listing all the things you can think of that a fence does. Remember, there are different kinds of fences for different kinds of uses. Then organize these ideas in a manner that will show just what these fences mean to you. Try it!! You might begin your essay by saying, "When I think of a fence, I think of..........." Or, "There are many kinds of fences used for various reasons."
