He has to find something in school that excites him. Motivation comes from inside. As you have experienced, you can't make someone be motivated.
Help him find the thing that will capture his imagination.

14 is a hard age to deal with. Maybe you should try rewarding him for good grades or getting his schoolwork done. Such as if he finishes all of his home work he can watch an extra hour of tv or stay up an extra hour. If he makes a good grade on a test then maybe he could pick something to buy. This should motivate him in the begining because he is getting stuff and then he will just automatically do it without rewards as the year progresses.

maybe he is too intelligent for the classes he is in-have him tested. Maybe he doesn't understand the value of education.
No one has ever truly tried everything.
Set up an appointment with his teachers and guidance counselors.
Find him a mentor.
Have him checked for a variety of things from his eyesight, to his attention capabilities,hearing,emotional state...you don't say what he's doing rather than his homework.
Remove all outside stimulus until he understand the consequences.
Let him know that his actions are not acceptable.

You can't motivate him, you can only stay on him and nag and rag, threaten and punish, give and take away privileges. He needs to find something that he likes, this will motivate him.

Challenge him or reward him.
For example... A new game if he improves all around... or a night at the movies if his grades improve... I am talking semester-wise.. not daily?

instead of trying to talk to him u should try to reward him and try to challenge him in a way he will start enjoying it. like if he does one piece of homework he can watch some tv or etc. instead of pushing him towards the goal he himself should run towards the goal. or make the studies fun for him and very easy to understand

Hi how are you? I would take his homework and put it into a game or give him liitle incentives like you do good on your homework and we can do what he likes

maybe you should get him a tutor
maybe a pretty smart girl will get him to go to tutoring and he will want to go and he will be learning
