i was chatting with a girl on Yahoo chat for months - turned out to be a guy! Is this common? Is it legal?

yes they do, and there is nothing you can do about it other than be aware who you talk to...

I've done it before when I was younger with friends... it's quite interesting the amount of attention you get but it was only for one day... for a couple of months.. now that's like taking a whole new lifestyle. I don't think there are any laws against that and that's why you have to be careful about who's on the internet. Even if you webcammed and saw them you could never be sure they are female unless you see in between!

It is quite common for a male to stalk a female by impersonating a female. No it is not illegal to impersonate yourself over the Internet unless you are dealing with legal issues and item payment. People do it all the time to try to get other people to trust them. What they do with that trust (eg. exploitation) is their own prerogative.
