the human body and other animal bodies are formed very differently. Humans have muscles that move very differently than animals'. It's all about what was needed at some point in time that the body of whatever creature adopted and adapted to. There are also other things like vocal chords that are unique to only the human physiology.

Various animals do speak, but most of the languages they practice are all primal in one way or another, relying entirely on gestures motions emotions and sounds. However it has been noted in many scientific communities that animals have learned how to understand human speech in simplistic forms, such as repition and speech recognition....from spending time with their human "teachers". They just can not communicate back on the same level. It is also noted that the habits of these same animals can be interpreted by their human counterparts through the same actions.

Either we teach them...or they teach us....either, or, and both.

The voice box of a human is more developed than those of animals--because of the different sizes of vocal cords we have, we are capable of making more types of sounds. That's also why dogs can bark all day, but not lose their voices--their vocal cords are developed only for one range, and so they're stronger in that range.

Also, some animals do have language, in a way. It's been found that elephants have certain sounds they make which can be interpreted by other elephants even miles away. Many sea mammals, such as whales and dolphins, also make sounds which are unique to different pods and different circumstances. Just because we don't understand them doesn't mean they don't understand each other.

Do you mean why can't humans communicate/talk to animals?
Because lately it's been proved that elephants, whales, many others communicate with each other. I watched a show where 5 different animals worked together and ate every fish in the ball, very interesting to think about. Elephants know the skeleton of a dead member - and touch the bones and each other. Many shows and studies are preparing humans to break this boundary. Someday we'll grow enough mentally, or develop tools to help us, to finally talk to animals straight like we do each other.
If you mean why can't animals talk like humans - that's because of the various animals throats - they're not built like ours. The muscles and wind movement is very different to ours.
Best guess.

Animals can talk we humans just don't understand them it's the same with a different language, e.g. if you don't speak French and someone comes up to you would you understand? You would just think they are talking some BS! :P

We just can't understand them most of the time. But many animals have language of sorts. Dolphins have names. There's some kind of prairie dog that also has documented language.

My parrots speak pretty clearly. Don't tell them they can't talk when they are calling the cat or demanding kisses.

Talk for people is their way of communicating. Animals, and plants, too, communicate but they use subtler ways. More on nonverbal communication or grunts and groans.

Besides, they can't. Their biological make up does not permit them to. They can make certain sounds, but not in a way that a human can.

Hope I've helped.(^_^)

They do. They even did a study that shows dolphins call each other by name, and another that shows certain animals make up after arguing. We cant understand them just yet but have been making progress with certain animals.
