Does anyone know where i can download, online the book "Colonel Sun" by Kingsley Amis- online for free? It is one of the James Bond novels and came out in 1968

You aren't going to find it online for free. Certainly not legally, and almost certainly not at all. Go to your local library and use inter-library loan to find it, or buy it from a used book place like Abe's Books online.

Too many people here assume you can get everything without paying, just because it would be nice.

(PS -- I'd forgotten this existed. Is it supposed to be any good, either as a Bond novel or an Amis novel?)

I don't know where you can download 007 books free. Probably, you cannot. Kinsley Amis copied Ian Fleming's style better than anyone else has. He wrote commentaries on the 007 books, so he knew how to do it. After him, John Gardner wrote some 007 novels, but he changed things considerably. Raymond Benson is the latest author of 007 books. 007 has finally aged in them. Fleming had him perpetually age 37.
