Have leaders from multi-cultural groups come and give lectures to police officers to educate them about the cultural traditions and sensitivities of the group. The police should HAVE to attend these lectures on a regular basis. Having some sort of quiz after would reinforce their knowledge too.
Also, have leaders/representatives from the police department (perhaps not in uniform) informally attend open cultural events so that they can get to know the community that they serve and the values that community holds.
