Just create a new account. You cannot reactivate a blocked one.

Your question is not clear. If you blocked an address:
Go to Yahoo Mail
click Options
click Blocked Addresses
You will see a list of blocked addresses. Those which were sent there when you indicated a message was SPAM.
At the bottom, left it says "remove block"
You will have to scroll through the addresses. When you find the one you want to unblock, click it, then click "remove block."
If you think someone blocked you, that person will have to remove the block.

you can take your putter back to a day before you did this and restart it and your done.
