If you are using windows XP then go to the control panel and select users. From there select the account(s) you have and then click on the set password option. To just block the internet unplug the cable from the back of the computer (phone or network) and hide the cable. Some home routers offer the option of setting internet restrictions (time of day, certain sites, block all etc.).
