Take a bar of soap and wash your hands in a bowl of the water.
If the soap makes lots of bubbles then you have soft water.
if it makes almost no lather then you have hard water.

There are simple little test kits available for a few dollars. But, for a onesy twosy deal, get hold of a water softening company and ask them to come out and test. If you use municipal water, call the folks that run it and they can tell you how hard is hard.

you need to have it tested in labs, but usually water from the tap is potable unless advised otherwise.
