if you say he is like your brother then you are probably comfortable around him and are able to talk every thing out easily i mean thats what friend ships are based on so just talk to him about it...i mean even if he doesnot have that kind of feeling for you then you guys would probably such good friends......so i sugest talking to him..just out in the open..be like hey wat if i had feeling for you or some thing like that

start calling him cutie.. give him fun pet names.. see if they make him blush.. tell him you need to get out more often.. see if he offers to take you out.. ask him if he likes your earings.. stuff like that.. pull him out of his comfort zone..
tell him you like his outfit.. even his socks.. thats dorky.. but it'll make him wonder if youre hitting on him.. play with his hair too.. just to tease him.. tease him allot! guys that like girls like to be teased..
