University of Chicago is one of the best schools in the nation, and definitely the best, but the workload is very heavy and it is extremely competitive to get in.
University of Illinois at Chicago is a good, public school that a lot of students go to, a more relaxed environment, but you will receive a good education there as well.
Depaul University is in the Licoln Park neighborhood on the city's north side, close to a lot of shopping/entertainment/nightlife type areas and very close to bus lines and El lines to get you around the city, however it is a private school run on quarters instead of semesters. It is a great school for liberal arts.
Northwestern University is another great school just north of the city-limits and also has easy public transportation in and out of the city. It is a very-well known school, and probably the second best within the area. It is also a big ten school and has a football stadium if you are into sports.
Loyola University is also a good Chicago school, although private and spread out throughout the city. It has a pretty well-rounded program between sciences and liberal arts.
As far as art schools are concerned, there is Columbia College which is in downtown Chicago and another art school through the art institute, also located downtown. They are very close to museums, however they are private and kind of expensive.
Elmhurst University in Elmhurst (about 30 minutes from the city in moderate traffic) is a decent, but not as well known private school that many students go to. I have not heard much about it either way.
North Central College in Naperville (about 45 minutes from the city in moderate traffic) is another decent, small, private school, but typically the people I know who have gone there usually go on to be teachers. It's located right next to downtown Naperville which offers lots of bars, shops, and resturaunts, however accesibility to the city is expensive by car and slow by train.

I would say that University of Chicago is the best school in Chicago to get an education, but definitely not the best all-around school. It's a very competitive atmosphere. Hyde Park -the neighborhood where UC is located- has no nightlife to speak of and it's well on the South Side, so it's not located even remotely close to the best areas for shopping, restaurants, clubbing, etc. (I know, I used to work in Hyde Park.) Like much of the South Side, it's also not particularly well-served by mass transit. One of the most popular UC club fundraisers is designing t-shirts. Some of the most popular and well-known slogans are: "University of Chicago: Where Fun Goes To Die" and "University of Chicago: The Only Thing That Goes Down On You Is Your GPA." I'm serious.

Options that might offer better education-life balance would be Northwestern University in Evanston or DePaul University. Of these two, I would say that Northwestern has the better academic reputation.

It's not exactly Chicago-area, but the University of Illinois and Urbana-Champaign is also an excellent bet.

yes, u of chicago is very good...and rather competitive.
keep in mind that while it's a nice setting (chicago is awesome place to visit and explore), the immediate neighborhood surrounding u of c is not great (not the safest).
