The easiest way would be to turn them into fractions. So if you had sqrt(1.21), you would turn this into a fraction: sqrt (121/100)

Then just do the sqrt of the numerator and denominator:
sqrt(121) / sqrt(100) = 11/10 = 1.1

I hope this helps. If not, post an example of an actual radical that you can't figure out, and I'll try to explain the steps better.

Change the decimal into a fraction so you have a numerator and denominator to take the square root of.

For example sqrt 6.25 is sqrt (25/4) = 5/2

sqrt(.1) = sqrt(1/10) = sqrt(1)/sqrt(10) = (sqrt(10))/10

sqrt(.01) = sqrt(1/100) = ±(1/10)

sqrt(.001) = sqrt(1/1000) = sqrt(1000)/1000 = (10sqrt(10))/1000 = sqrt(10)/100

sqrt(x)
whereas x is in decimal form
sqrt(x) = sqrt(a/b), where as (a/b) is "x" in fraction form

sqrt(a/b) = sqrt(a)/sqrt(b) = sqrt(ab)/b

also don't forget to simplify if possible.
