Nope, it's called snaking. That means doing the skid boost trick over and over and over again, at least once a second. It's the reason that only "experts" play public games.

There could be people who cheat. But it's unlikely. What is more likely is a technique called "Snaking" where the user of the technique continuosly uses the turbo boost and drifts from right to left, hence the term "Snaking".
