It means the person isn't using the English language quite correctly.

It is not idiomatic to say of someone that they "contain" philosophies. You might argue that a series of books could "contain tolerant philosophies" but at best that would be extremely awkward usage. Depending on how the phrase is used, I could suggest ways to rephrase it.

I think you know what tolerant means -- accepting of difference or forgiving of error. A tolerant philosophy is, I suppose, a philosophy of tolerance -- a philosophy which says it is better to be tolerant.

Tolerance is something you can abide with. If you can accept something you tolerate it. Tolerant philosophies is a statement written by someone wishing to appear more intelligent than they actually are by using big words instead of simplifying it to make it accessible to more people.

as to the meaning of they contained tolerant philosophies, it would think it means the text included different philosophies to represent altering/different views, thus being tolerant or not simply favoring one philosophy above another.

or simply put, it contains a broad range of views.

Simply put, perhaps it means that they allowed each other to have their own beliefs and concepts even though they were not the same as their own.

Tolerant means to be accepting as opposed to inflexible and narrow-minded in thought.
